NCH City Administration includes the offices of the Mayor, City Administrator, Finance & Human Resources, Public Works, Building Department, Code Enforcement, and Parks & Recreation. 

The City Administrator is appointed by the Mayor, and has the authority to appoint and remove employees of the City in the departments and offices under the City Administrator's control.

The City Administrator is responsible for preparing and presenting the annual operating budget to Council for review & vote, keeping Council and the Mayor advised of financial conditions and current needs of the city, and making recommendations for new & long-term initiatives for the benefit of the city.
